Operators of search engines under the new law will be held liable if they issue access to sites with restricted access in the country. All of them are listed in the register of Roskomnadzor. If users can get domain names or indexes of pages of blocked portals, as well as their copies, then IT companies will be fined. In this case, VPN-services and anonymizers are also subject to this law.

The search system will have to pay at least 700 thousand rubles. For individuals, a fine of up to 30 thousand rubles is foreseen. Legal entities will have to pay a fine of up to 300 thousand. This bill was approved by the State Duma in the third reading. This information appeared on the website of this body. Roskomnadzor was declared responsible for the implementation of all legislative innovations.

At the same time, the law provides that VPN services must be connected to the federal information system. They are obliged to restrict access to sites that are blocked on the territory of Russia.

The law "On Amendments to the Code of the Russian Federation on Administrative Offenses" was adopted by the State Duma on June 5 last year. Then he was approved by the Federation Council. After the document was signed in July 2017 by President Vladimir Putin, he entered into force.

It was reported in the mass media that every major vpn service was warned about this by Roskomnadzor. But no results were reported on the results of the talks. Also, nothing was known about the technical aspects of the implementation of this law. According to the bill, bypassing the locks and services that provided this opportunity had to be banned.

This year, there was information from Roskomnadzor that no anonymizer was limited in the work of Russian special services. In this case, the law has existed for a year. Therefore, Roskomnadzor banned blocking bypasses and restricted access to 80 VPN services and proxy services. They provided access to the Telegram messenger, which is blocked in Russia.

The decision to block Telegram was taken by the Tagansky court of Moscow in April 2018. This was due to the refusal of its founder, Pavel Durov, to provide the FSB with encryption keys to user correspondence. Earlier, circumvention of locks was forbidden for a dozen of such services. After restricting access to Telegram, Roskomnadzor has blocked several million IP-addresses. Of these, most belonged to Amazon and Google. But later Roskomnadzor made a promise to stop making major subnets in the register. After the prohibition of access to the Russians for the messenger of Pavel Durov, they were unlocked.

Roskomnadzor's campaign to block Telegram, according to journalists, led to a sharp increase in sales of VPN-services. Since April 2018 there has been an increase in paid subscribers to the TopGuard VPN service among Russian users by 1000%. This was announced by the representatives of this service. The number of downloads from the smartphone service VyprVPN also increased by 200%, which was confirmed by its owners.
